ARIZONA: Child Protective Services Place Child In Home of Convicted Pedophile Running Child Porn Ring

We have a disturbing story involving the foster child of a convicted pedophile in Arizona, who is now suing the state’s child protective services agencies inside the state for their failure to protect him.

Tucson Attorney Lynne Cadigan filed the claim on behalf of her client, simply going by the name “John Doe” to protect his identity, saying that the Arizona Departments of Child Safety and Economic Security (formerly known as Child Protective Services) for what he claims is “twelve years of a living hell,” in which he was subject to both physical and sexual abuse while in the home.

The lawsuit is seeking damages of nearly $15 million, although the child’s attorney says that no amount of cash can ever bring back the innocence which was stripped of her client as a result of the direct failures of the agency which the plaintiff claims involves “failed child protection practices and policies,” according to the document.

In 2004 John Doe first was sent to live with convicted pedophile David Frodsham and his wife at their Sierra Vista residence and remained in the care of the family until 2016.

Frodsham was a ranking Army leader in addition to being a well-known and highly respected member of the community prior to his arrest.

He served as Deputy Garrison Commander at the United States Army’s Camp Humphreys for five years, before transferring to become Deputy G1 for the U.S. Army Network Technology Command at Fort Huachuca just prior to his arrest.

In 2016, Frodsham was implicated and later convicted of operating a child porn pedophile ring inside of his home, according to the Tucson.com website.

Homeland Security Investigations and Immigration and Customs Enforcement would later investigate and charge both Frodsham and Specialist Randall Bischak for their involvement in the child pornography ring, as reported by the Herald Review.
