Two teenagers are accused of fatally shooting a man who stopped to help them get a vehicle out of a ditch late Monday in North Charleston.
The Charleston County Coroner’s Office identified the victim as Chadwick Garrett, a 45-year-old North Charleston resident. He died around 11:35 p.m. at the scene near Durant Avenue and North Jimtown Drive.
Deon Antonio Frasier, 17, and Michael Odell Anthony Dupree-Tyler, 19 — both of the Reserve at Ashley River Apartments, 6520 Dorchester Road — face murder charges in connection with the shooting. Frasier is also charged with possession of a firearm during a violent crime.
A magistrate judge could not set bail on the charges at a bond hearing Tuesday night.
Arrest affidavits state that around 11 p.m. Monday, Garrett agreed to help the teens pull a 2016 Dodge Durango out of a ditch for $20. A witness, who is not named in the documents, told North Charleston police that after he removed the vehicle from the ditch and inquired about the money owed, Frasier pulled out a gun and fired multiple shots.
Garrett was struck in the chest, according to the affidavits. Frasier then got back in the vehicle and Dupree-Tyler drove them away from the scene, the affidavits state.
About 20 minutes after the shooting, a woman at the apartment the teens reside in called dispatch to report that the two had used her vehicle without permission, the affidavits state. She gave a description of the SUV and Frasier and Dupree-Tyler but later tried to cancel police response when she got the Durango back.
Investigators arrested Frasier and Dupree-Tyler at their apartment after a brief standoff. The apartment is about 6 miles from the where the shooting took place. Records show they were booked into the Charleston County jail early Tuesday.
Court records show Frasier was free on $10,000 bail for possession of a stolen vehicle.
The State Law Enforcement Division did not have any records for Dupree-Tyler, but a search of Charleston County jail records shows eight prior bookings dating to July 2014. He pleaded guilty July 19 to possession of a non-narcotic controlled substance, according to court records.
Sheriff’s records show bookings for arrests on suspicion of possession of marijuana and crack cocaine in 2014; trespassing and second-degree burglary in 2015; and trespassing and breach of peace in June this year. No corresponding charges could be found in court records, however.
SLED records show Frasier was arrested May 31 for possession of less than 1 gram of cocaine or methamphetamine, and for possession of a stolen vehicle.
Garrett worked for Trojan Labor, a temporary staffing service offering skilled and unskilled labor, since 2013.
